Faced with the growing educational needs of the community, on December 21, 2004, Honorable Matilde A. Legaspi, then Municipal Mayor, made a public announcement that the Municipality of Norzagaray would soon establish a community college of its own. Its mission as a non-sectarian institution was to provide quality and affordable education to help the marginalized and underprivileged sector of the community.

The founders, former Mayor Matilde A. Legaspi and Dr. Ermelito V. Dela Merced, had consultations with different government agencies regarding the policies and guidelines for establishing a higher education institution. Eventually, through SANGGUNIANG BAYAN ORDINANCE No. 2006-10, Norzagaray College was established. Situated in Norzagaray Municipal Compound, this became a realization of a dream of all Garayeńos who could hardly afford to send their children to expensive schools in the city.

On March 20, 2007, the Commission on Higher Education (CHED) Regional Of ice issued a certi icate recognizing Norzagaray College as one of the Local Community Colleges in the region.

In June 2007, the college started with 680 students, and evening classes were conducted to accommodate students in a three-story building with eighteen rooms. In its early years, the institution offered Bachelor of Science in Computer Science, Bachelor of Science in Hotel and Restaurant Management, Bachelor of Science in Nursing, Bachelor of Secondary Education, and Bachelor of Elementary Education. Currently, a two-year course in Associate in Computer Technology (ACT) is a ladderized B.S program for Computer Science is also being offered.

In 2010, the CHED granted the necessary permit for B.S. Computer Science (No GR-035 series of 2010), B.S. Hotel and Restaurant Management (No GR-031 series of 2010), Bachelor of Elementary Education (No GR-056 series of 2010), and Bachelor of Secondary Education (No GR-057 series of 2010). Subsequently, in 2011, the Certi icate of Program Compliance was granted to the institution for the Bachelor of Science in Nursing Program. However, in the year 2015, the institution voluntarily closed its Nursing program as advised by CHED due to an oversupply of Nursing graduates in the country.

On January 29, 2019, after having complied with both the requirements for the establishment and operation of a higher education institution and the Certi icate of program Compliance with all its program offerings as certi ied by CHED Regional Of ice III, Norzagaray College received the Gawad Parangal from the CHED, recognizing the NC as one of the higher education institutions in the Philippines by virtue of the Commission en banc Resolution No. 038-2019. Thus, NC became eligible to avail the beneits of Republic Act 10931, otherwise known as the Universal Access to Quality Tertiary Education Act.

On February 21, 2025, Norzagaray College obtained the Certi icate of Program Compliance (COPC) for all its program offerings namely, Bachelor of Secondary Education Major in Science (COPC No. 016 series of 2025), Bachelor of Science in Hospitality Management (COPC No. 017 series of 2025), Bachelor of Elementary Education (COPC No. 018 series of 2025), Bachelor of Science in Computer Science (COPC No. 019 series of 2025), and Associate in Computer Technology (COPC No. 020 series of 2025). The certi icates were issued in compliance with CHED Memorandum Order (CMO) No. 74 series of 2017.

At present, the Norzagaray College has 1500 students with a total of eighteen (18) regular classrooms, three (3) computer laboratories, a kitchen lab, bar, hotel lobby/front desk, and two (2) mock hotel rooms, while the Education department has Chemistry, Anatomy, Physics, and Biology laboratories.

In addition, the institution has a new four-story building that can accommodate the increasing population of the college since it opened its admission not only to Garayeňos but also to student applicants from nearby towns.

The institution is also an active member of the Association of Local Colleges and Universities-Region 3 (ALCUR3) and the Bulacan Association of Local Colleges, Inc. (BALCI), which strengthens the partnership and linkages in the field of instruction, research, and community extension services.

Over the years, the vision, mission, objectives, and core values of Norzagaray College have served as its unwavering commitment to the community through good leadership, governance, and with the spirit of teamwork and transparency.

1. Provide students with excellent academic instructions, skills, and trainings that are relevant in the practice of their chosen field;

2. Engage students to programs and activities that will develop their holistic potential; and

3. Establish local, national and international linkages by strengthening partnership with other higher educational institutions, industry, government and non-government offices for the educational advancement of institution and development of the community.
